BIOGRAPHICAL NOTE

Lester Harsh was born March 13, 1910, in Bartley, Red Willow County, Nebraska, to Jacob and Anna (Brahmer) Harsh. He graduated from Bartley High School and then attended the University of Nebraska College of Agriculture for three years. He married Elizabeth Mills in 1932 and their marriage produced three children.

Although he made his living at farming, Harsh served on the local school board, the Experiment Station Advisory Committee, and the State School Redistricting Committee. He also contributed weekly articles to the McCook Gazette, as well as a weekly radio program on a local station.

Harsh served in the Nebraska Unicameral Legislature from 1965 until 1970. During this time, he represented the 38th District of Nebraska. His special legislative concerns were agriculture and education.

SCOPE AND CONTENT NOTE

This collection consists of five boxes of manuscript material arranged in four series: (1) Legislative bills, 1969; (2) Correspondence, 1968-1969; (3) Legislative Notebooks, 1965-1969; and (4) Miscellany, 1967-1969. The collection relates to the legislative work of Nebraska State Senator Lester Harsh of the 38th District.

Series 1 and Series 2 both consist of materials relating to legislative proposals of the 80th session of the Nebraska Legislature. Series 1 is arranged according to Legislative bill number; Series 2 is arranged alphabetically by the last name or town of the correspondent. Some exceptions to this rule exist, as once in a while a letter is filed alphabetically by subject. Throughout Series 1 and 2, Harsh's filing system is maintained.

Series 3 consists of Lester Harsh's Legislative Notebooks, 1965-1969. These notebooks contain legislation, reports, and notes relating to Agriculture Committee or Education work. The miscellany of Series 4 includes newspaper clippings, reports on various state projects, and the executive budget, 1967-1968.
